To revitalize a language, you need to do it from the bottom up. The people themselves must want it to happen and become actively involved in the process. Linguists and others can be on the sidelines advising, but you don't take over at any stage. It's their language, and it's up to them to keep it going. You're there to help as much as you can. The second thing that needs to be there, if you're going to save a language, is top-down interest. The local government must want it to happen. There has to be some sort of political sympathy. There's just got to be. Otherwise you're not even going to get into the country to help the people in the first place.
